curb weeds

I have weeds growing at the intersection of the street and curb in front of my house. I've weed whacked them but that only cuts them down a little bit - it's hard to get into that corner. Because they're growing in a corner crack between the concrete and asphalt, I can't really get in there and dig them out. What would be a good way to kill them?

I could put spread something that will stay and be slow release as I don't expect much rain for the next month. But, whatever I put on the weeds won't infiltrate into the dirt because there is none. Instead it will sit on the asphalt and then runoff to the storm drain when the rains come.
