Growing within dead and alive weeds

We have tilled part of our garden but by no means gotten rid of weeds. Some of them are brown and some are green. Some in the ground and some on the surface and some mixed with the loose dirt.

We were going to rake up these weeds, but it is in no possible to get every one. Is it plausible to plant amongst half dead weeds. Plant types: Brassicaeae family, carrots, beets, and one type of bean.

We figured we might mulch heavily around the plants.

We have black garden tarp screen stuff that I'm not a huge fan of but we might use.
