You will not be able to "sterilize" soil outside since you need some way to get the temperatures up to 212 degrees for some time and that is not going to happen. However you could try solarizing the soil which might help some with the Ivy.

As far as I am aware, none are available to home gardeners.

Solarization won't do a thing against ivy.
A lot of grunt work will -- dig, then dig some more.

The ivy and Vinca are not what you are trying to kill? What unwanted plant is competing with those?
