Not sure if this is a weed or a flowering plant, please help!

This 'weed' (or plant) is growing in one of my garden areas, it's about 3 feet tall and there are just three of them, in a clump. It appears to be getting ready to flower/seed. Any insight into what it could be would be greatly appreciated. I'm in Maine btw. Thanks very much!
