Help ID Tall Grass/Weed

Here are photos of the plants I'm trying to identify. I'm primarily trying to identify the plant in the back of the first picture(the one that has largely dried out and turned tan). Is it the same as the one in the foreground?(I believe that one is fall panicum) Some of the fall panicum appears to have a normal panicle wheres others seem to have a panicle similar to the tan plant I'm trying to identify. The last picture is of the roots of the plant I'm trying to identify, however it didn't come out clearly on my camera.My other current guess is Rescuegrass(Bromus catharticus) Any help would be appreciated.

Can not really see what you mean from the pictures. Have you aksed the people at your local office of your Pennsylvania State Universtiy Cooperative Extension Service what that might be?
