Horseweed, I think...

For 20 years we've tried to eradicate this pest. The only way I've been able to get it under control is to plant pachysandra and bishops weed (which is invasive, but looks better than the weed). But I can't plant these everywhere. This is the most horrible weed because the roots are threadlike and millions are underground. It's not in the grass...it's in the flower beds or on the berms where there is just a little mulch. Too much area to lay black plastic for a year and I would have to somehow lay it around the hostas - 400 of them. The more you pull, the more it spreads. Roudup doesn't do it. Has anyone ever had to deal with this weed and what works?
