Weeds taking over

I have a small garden for vegetables. It's sandy very rich because I mulch it and add compost.

I usually plant greens this time of year but I can't for the weeds. They outgrow the seeds. The weed in question looks like a type of ornamental grass. If your familiar with what we called monkey grass, or similar to a spider plant house plant.

The roots are deep and you seldom get the root when you pull the grass. I am only able to grow large plants now with mulching. I can't sow a bed of greens or lettuce without this grass overtaking them. Everytime I try to pull them up, it seem like they spread even more.

I'm not wanting to use any weed killers in my garden. Right now I am trying to just cover the area with a tarp to kill them. Is there any other way to get rid of them.

The only solution I can think of is to dig up the whole area, about six inches deep and sift through the dirt to remove the roots.

I think it is a tuber or bulb

Last season i had the area mulched and these guys would still push up through the mulch layer.
