What is this invasive weed

This viney weed has taken over the bank behind our cottage and os now invading the "flower beds". I want to plant a perennial garden there to remember my Dad by, but this weed will not die.

It seems to be an Asclepias, with the typically shaped flowers the, milky sap and the seed pods. One cannot pull them out without leaaving roots and runners behind. Roundup scarcely fazed them.

I'd like to identify them and get some idea on eradicating them.

I don't recall the name but yes, it's a perennial vine that can be quite persistent.

Dig and pull it every time you see it in order to eventually starve out the root.

Even if you use weed killer, it will still take considerable time to do it in, this because of the sturdy persistent root. In general, Roundup is applied when a weed is vigorously growing and either in bud or just beginning to flower.

I'm not certain, but it reminds me of some species of Indian Hemp, Apocynum sp. The milky sap would indicate that this might be the case...
