Cotton balls for nesting

Can I put out cotton balls for the birds to use as nesting material? Just the plain white ones from the drug store. They say they are 100% cotton. I could put them in a suet feeder I have an extra one.

Cotton is a hazard to baby bird feet and legs.

After getting wet, it does not dry out.

Spanish moss is a good material.
