Ain't that the typical Juniperus rust fungus (correct English name?)? Looks like it sits on a drupe there.
We have a 10 foot high Juniperus chinensis (I know, we should get a native sp. But too late now/not invasive.) that never bore any of this itself, but it contaminates our closely neighbouring Amelanchier alnifolia with odd orange, fuzzy balls like what you describe. Drupes affected also turn different colors and bulge. This contamination is never to any alarming point though and the fruit production remains very good.

Called cedar-apple rust. Couldn't see you pictures for some reason.

So that's what it looks like on the juniper! I knew my crab apple was infected, but I didn't know what the actual fruiting body looked like. It's not the kind of thing I would do anything about--it doesn't hurt the tree, which is in unbelievably beautiful full bloom right now.
