rocks in my soil?

i had a small rock garden with dill and a water feature inside a larger garden. i have decided to change the design of the gardens but the pea gravel is still around. is it okay to just till the soil with the rocks there and plant anyway? won't that allow more airflow and actually be beneficial, or should i remove all the rocks first?

If it is not too much rock then it should be fine and create excellent drainage. Not sure how the tiller will like the rocks though! But perhaps you meant till it by shovel?
