What kind of bird is this? Western bluebird?

We have always had eastern bluebirds nesting on our properties and they are a common sight for us. This morning, however, I saw this blue bird that I don't recognize. There were several coming to the bird bath, but I was only able to take a picture of one. Any ideas?

Thanks for the ID.....I didn't realize the juveniles did not have color on their chest so it threw me off.
