hawk problems

I live in an urban area and the city has released red-tailed hawks to help with pigeon control. A group of them are roosting in the church tower across the road from me, and I've seen them snatch songbirds off my patio birdfeeders. They also snatch pigeons, which tend to congregate on the floor of the porch area to gather the fallen seeds. As a result, all the birds have quit coming to eat. I miss the raucous population of chickadees, cardinals, titmice and finches -- can anyone recommend steps I can take to make it safer for the small birds and to encourage their return to my feeders?
