wild flowers

My new house will be built in the Spring, and there is about 0.5 acer land with gentle slope near my back yard. That 0.5 acer land belongs to the community, so technically I shouldn't do anything about it. The HOA does not take care of it so it just grows wild. Right now, the grass is sort of wild wheat, pluse some other grass. It is not very pretty.

I am thinking to sow some flower seeds on that land. Since I don't own that land, I can not do too much on it, so the wild flower seeds have to be able to grow on their own. I have few questions here:

1. Central VA, zone 7, well drained clay soil. What is the best flower seed that I should sow. They have to be able to grow on their own.

2. Annuals are OK, as long as they can grow themselves back next year.

3. Hope the flowers will attract insects(butterflies, bees, etc).

4. Prefer the grass/flowers are taller than 1 ft.

5. What's the best time to sow the seeds? Now or Spring?

6. Where do I buy thoe seeds?
