Which critter carries away sunflower heads?

My sister in California (near San Francisco) complain that some critter has snapped and carried off her sunflower heads. What creature would do this?

Kids and deer go for the smaller headed ones. Thiefs go for the big headed ones for decorations.

Sorry to say some idiots think that if a plant is no longer blooming it is trash and free for anyone to take. Or so it was explained to me when I asked why the woman took my seedhead.
