Portucala flowers' problems.

I have planted portucala flowers( hybrid) on my sidewalk since 8/2006. Now they have white cotton formed at their tips instead of flowers; Their branches are kind of red and losing leaves. Are they dying? What should I do to fix the problems? I already bedded potting soil and osomosis fertilizers. Please help me how to take care of these flowers. Thanks.
