Lion's head maple

We planted a 4' lion's head maple in early summer of 2006 in Janesville and it didn't appear to have made it over the winter. No new foilage has appeared thus far this year and the bark looks like it has winter burn turning almost grayish in some areas. We were going to dig it up, but when my husband looked at the base of the plant it was still green. Also, before he saw the green, he tried pulling it out of the dirt and it would not budge. Does anyone have any advice on how to determine if it will still come back and should we prune it back or leave it alone? Thanks.
