Tree/shrub with fringy pink tops?

So I drive to Menomonee Falls each day for work, and I pass through Union Grove on 45. I first noticed this tree like a week ago. I wanted to get pics, but kinda hard when you are driving down the road. I really want to know what it is. At first I thought a Smoke tree, but the leaves are not broad. They are green, to light green and seem to be kind of like a fern/japanese maple dissectum like in appearance. Cascading. The tops are full of pink fluffy fringy-ness. Not sure if they are leaves too, or flowers, but they seem to resemble the shapes of the leaves. I also seen a couple more up closer to Muskego area. I am dying to know what they are, but searches of smoke trees, fringe trees and rain trees don't seem to match up. Definately not mimosa either, since that isn't even hardy up here. Any clues?? thanks!!
