my violets do no bloom!

I live in the mild San Francisco bay area. I bought some viola odorata fragrant violets last spring in six packs. I ended up having to put them in shallow, wide pots for the summer and winter, and they have done well this winter. I notice that the leaves are not a deep green, but a more grassy green. The foliage seems healthy, but there are essentially no blooms. Through last summer and fall, there were also basically no blooms. I think a total of 4-5 flowers on 2 six-packs worth of plants. My back yard is mostly shade but gets some sun. They are planted in very nice compost that is making my other plants go crazy.

why no flowers? I am dying for super fragrant violets in my yard. Ideally I will allow them to serve as ground cover. My small back yard is dominated by two large sequoias, so I need to use that woodland feel as a plus instead of fighting it.

please help me! any suggestions on my violets? I am quite sure they are fragrant odorata not the pretty but less scented labradorica.
