Redbud barely blossoming, has white patches

I planted a Redbud tree from a nursery a few years ago (I believe it was 2008). It has blossomed fairly well every year, and is now about 8 feet all. It stands in an area that gets lots of sun, no shade.

This year we had a tough winter here in the Northeast. When the winter finally ended (last snow was April 1), all the other trees in the area (not Redbuds I don't think) blossomed and now already show leaves. Meanwhile my Redbud had bare branches all the way through April and in May started to show a few blossoms. It is now about half-blossomed in mid-May, and some branches have almost no activity at all.

There are a few tiny leaves just starting to appear at the BASE of one of the branches, but that is it. They are smaller than my pinky nail.

Also on the trunk are lots of large (thumbnail to half-dollar-sized) white spots. Looks like discoloration, not something I can scratch off. There is also green mold growing in a few areas where the branches are joined.

Do I need to be worried about my tree? It's been fine up until now.
