I don't think you'll be able to eliminate it this way. It'll still be there. Every time you go out and weed your primrose and monarda, you'll itch.

I agree with brandon7. Even if you find a plant that dominates over the poison ivy, there will probably still be poison ivy in the mix, and you still will have to avoid the area. Finding a plant to dominate is another problem. I am sure none of the plants you mention will do the trick. Those plants spread well in a garden, but would have trouble getting established or spreading in a bed of poison ivy. I think spraying it or staying away from it are your best options.
