My (white) red-bud tree is suffering

| I have a small (about 6 feet high) white bud (is it called that? -- it has white buds, not red). For the last four weeks, the leafs have appeared curled, as if it's not getting enough water. We are in a drought situation here, but I have put a hose to it (for about 30-40" each time) several times, but the leaves have remained curled, even in the day or so after watering. During the early summer, I was fed up with weeds growing around the tree's base, so I put landscape fabric down under about a 1/2" of mulch. (I left about three inches diameter around the tree trunk bare).
Is it still not getting enough water, or is the landscape fabric heating the ground too much? Help! |

| Check trunk and branches for scale insects, a severe infestation will impact leaves. And keep the tree well watered on a weekly basis, it is suffering some kind of stress, whether heat or drought related, and won't recover well without help. Louise |
