Redwood in a small garden

I have a small garden in San Francisco, in the Duboce Triangle. The house behind me to the south has an ugly 30 foot wall, that I would like to block from view. I am trying to plant a native garden. I wonder if I can plant a coast redwood (Sequoia sempervirens) in this garden. The questions are as follows:

1. Can I keep the height limited to 30-40 feet by pruning or planting a dwarf?

2. Will the root system disrupt my neighbor's foundation?

3. I have been told nothing will grow under it. I am skeptical about this. Is it true?

I've also contemplated some other options. I've read there is a Douglas fir variety called "Blue" which is a dwarf. I don't know whether this derives from the California or Rocky Mountain variety of Douglas fir. I would be more inclined to do this if it were from the California variety. Incense Cedar is native to California, but not specific to this area. I'm not crazy about Coast Live Oak, because of width and form, but it's certainly native here. Aesthetically, I like the idea of a conifer.

Does anyone have any experience with these trees in a confined space?
