Stemmy bermuda

Im having problems with my mostly u3/common bermuda yard. Parts of it no matter how I mow continues to get tough white stems and seed heads. It is only in the area of the yard that hasnt been sodded. Im mowing with a reel mower at .75 I follow the one third rule and im more carefull about watering properly.

The reel mower cuts perfectly but leaves these white stems above the cut grass.

As far as fert all I have used this year is Milorganite in May and Lesco 24-2-11 in June. Part of it is on a slight slope and I have been watering it seperately to avoid too much runoff. I aerated in may.
