Heat, Water and Fescue Problems?

Every year our lawn looks beautiful in late April and May. In June it always starts to thin out and the color is not "Screaming Green" but dark sad looking green. We have the Kentucky Blue Fescue because of all of our shade and trees. It is very tempermental and we have been told we should only seed in the fall. In the spring it looks so good. We heard that it takes a while to root, that is why we should not seed in the spring. But by June our yard is looking horrible. What advice can you give us. We live in Oklahoma.
