The person receiving them needs the USDA permit.

The topic I've linked includes some links about permits. One of the links discusses the USDA loosening things up circa 2010. AFAIK, those proposed regulations never got passed.

One last thing, even with the permit, the person recieving the eggs is not allowed to release anything into the wild. Everything must be killed and the USDA/APHIS has specific regulations on how it is to be done (making sure it and any other organisms within it are dead).

Thanks KC! I wont be sharing i guess. It is a little sad. I found this moths ( lunas , poly ... ) in the wild and there would be nothing more exciting that to share and inspire younger generations to love them as much as we do.

Last Thursday morning, I was handing out poly eggs in a 4th grade class that I had raising lunas last fall. That is one of the ways I'm inspiring the younger generations.

My immediate goal is to inspire non BF gardeners and even non gardeners to start planting for butterflies, starting c the Monarch. I got most of my neighbors in on the act, and upkeep is minimal, since most plants I use are native. I even have a neighbor who is an "accidental" BF gardener, as he has Milkweed and Queen Anne's Lace growing in profusion. He was going to pull it all, but I talked him out of it. Now he helps bolster the Monarch and Swallowtail population on our cul de sac.
