That is a light setup that will provide about 10,000 lumens for your plants. Yes, it will keep them from going dormant if you keep them indoors and keep that light on them for over 8 hours a day in winter. Keep it on for 12 hours a day over October, then in November, start lessening the photoperiod on your florescent light by one hour per week until it is at 8 hours. That will get the plants ready for dormancy and the first chill below 45 degrees will send them to sleep over the winter. Just keep them cool (below 50 degrees all winter) and in light of up to, but not over, 8 hours a day and they will be fine till next spring.

Over winter, you could just turn the light off and leave the plants in a cold room in a window. When February comes around, start placing the light over them again and start it at 8 hours a day and raise it by one hour per week until the plants get 12 hours a day by March.. After that, you can raise it further to 16 hours for the rest of the growing season as a supplement to the window light.
