What is this bug on my hibiscus?

I posted this on the pest forum, but thought someone over here would have an idea too. The flower becomes coated with some fuzzy specs and then falls off before opening. A lot of buds are dropping too, with yellow stems on them.

Predaceous midge (aphid midge)

Aphid Midge

The Aphid Midge is a fly that eats aphids. They are appearing because of all the aphids on your buds.
